The United States media group Tribune Company has filed for bankruptcy protection on Monday as it struggled to sort out its US$13 billion debt. It is the second-largest newspaper publisher in the United States, responsible for the Chicago Tribune and the Los Angeles Times, among others.

The firm has been hit hard by the industry-wide slump in newspaper advert revenues this year. Sam Zell, the billionaire who owns Tribune, took out large loans in order to buy the firm back in June of 2007.

The United States Chapter 11 bankruptcy protection law states that a company can continue trading whilst it sorts out its finances.

 This story has updates See Quebec’s Liberal premier Jean Charest wins third term 

The Quebec general election is underway in the Canadian province of Quebec. Premier Jean Charest called the elections, saying he needed a majority to guide Quebec through a period of economic difficulties caused by the worldwide financial crisis.

Polls indicate that the Charest may obtain a majority, with support for his Quebec Liberal Party increasing to 45%, while support for the Parti Québécois remains at around 30%.

The polls will close at 01:00 GMT (20:00 local time), and the results will probably come in soon after that.

The United States government is reportedly close to an agreement for a US$15 billion bailout plan for the country’s three largest auto firms.

According to a draft obtained by the Associated Press, the deal would give loans to Detroit‘s struggling Big Three automobile manufacturersFord, General Motors, and Chrysler — but under the condition that the auto industry restructures itself to survive. Another condition is that the incumbent US President, George W. Bush, would appoint an overseer to supervise the effort.

Analysts suggest that the agreement could be signed into law by the end of this week.

Many clothing items for women can be interchanged with other pieces to create multiple outfits. So you might wear one shirt with two different skirts or one skirt with several different shirts. Then switch around your accessories to match.

Make sure your jewelry complements your clothing’s neckline. If you were wearing an open v-neck blouse or sweater, then a lovely necklace would complete it. If you have a detailed neckline with fancy trim or stitching, try wearing a nice bracelet and eye-catching earrings.

If you have a complex necklace and bracelet set, wear it with something simple. A long necklace will draw the focus away from your neck and face if that’s your goal. Avoid wearing earrings that bring all the attention to your ears; they should complete your outfit but not overpower it. Venezuela opens granite processing facility in Bolívar

Venezuela’s government has opened a granite processing plant in the state of Bolívar, with the intention of providing about 25% of the granite required nationwide.

Ricardo Menéndez, vice president of the Productive Economic Area, said Venezuelan President Hugo Chávez has yearned for the creation of this project to empower Venezuelan construction. Granito Bolívar is reportedly the most modern Venezuelan granite plant, not consuming community water or electricity, and is also the largest, with a daily capacity to supply enough material for use in construction of about 820 houses.

For the construction of the plant, supplied by 23 quarries, the government of Bolívar provided about 30 million bolívares (US$4.7 million) and the national government €2.3 million (US$3 million). Nigeria allies join fight against Boko Haram

Military forces from Chad and Niger yesterday engaged Boko Haram militants within the borders of Nigeria. This follows African Union endorsement on Friday of the creation of an 8,000-plus strong regional force to combat the threat posed by the militant group.

Along with Cameroon, both Chad and Niger have previously engaged Boko Haram forces who have crossed their borders from the territory they hold in northern Nigeria. While all three countries have previously aided Nigeria against Boko Haram, the new attacks are Niger’s first push into foreign territory.

The new attacks against Boko Haram follow its leader pledging allegiance on Saturday to Islamic State, as other groups have done. A Nigerian military spokesman, speaking to the BBC, dismissed this as a “plea for help”; Nigerian spokesmen cited recent military defeats inflicted upon Boko Haram as the reason for the militants’ announcement.

Building collapses, leaving four dead in Hong Kong

A decades-old building collapsed along Ma Tau Wai Road in Hong Kong at about 1:30pm on Friday, local time. That building was located at 45J, Ma Tau Wai Road in Hung Hom. A shop on its ground floor was undergoing renovations when the building collapsed. The street was full of dust afterwards. Firefighters arrived at the scene to search survivors and they asked residents in the buildings nearby to evacuate the area. Those buildings included 45G and 45H.

Chief Executive Donald Tsang called for an investigation into the cause of the building collapse. He aimed at preventing similar incidents. The government required all old buildings with similar structures to undergo inspection, according to Secretary for Development Carrie Lam.

The government has confirmed that four people were dead in the incident. Rescue efforts ended on Saturday morning when the government confirmed that no one was missing. Lam visited the scene on Saturday afternoon and sought advice from the police and Buildings Department. The police has started its investigation into the incident. Secretary for Labour & Welfare Matthew Cheung said that the government would do its best to meet the victims’ needs.

The collapsed building was more than 50 years old. The government had inspected its five-storey structure before the incident and had ordered repairs. After the tragedy, the government announced that it would inspect buildings older than 50 years in one month. The government has restricted access to buildings at 45G and 45H as they were in danger.

China executes nine for ethnic riots

China has executed nine people for taking part in July’s ethnic unrest in the western city of Ürümqi, according to a local state news agency.

The official Xinhau news agency reported that the nine were the first of those convicted in the riots to be executed. It said the sentences were carried out with the approval of the country’s supreme court; however, it was not immediately clear where the executions were carried out.

Violence erupted in the Xinjiang regional capital of Ürümqi on July 5, after Uighurs protested the deaths of two Uighur factory workers in a brawl with Han Chinese in southern China’s Guangdong province.

Uighurs said the protests turned violent when police cracked down on the rally. Protesters then attacked ethnic Han people in the regional capital. Two days later, Han Chinese staged revenge attacks. Nearly 200 people are believed to have been killed, but the official toll is much lower.

At least 21 people have been sentenced in connection with the Ürümqi riots, in crimes ranging from murder to arson, robbery, and destruction of property. Twelve people have been sentenced to death.

Should You Obtain An Heir Advance For Probated Inheritance Property?

Heir advance can refer to two different methods of receiving cash through inheritance. The first method involves transferring property rights to a funding source in exchange for lump sum cash. This type of cash advance is not a loan and heirs are not responsible for repayment of advanced funds.

These obligations can interfere with property transfers when probate settles and often prevent heirs from obtaining cash advances.

Once inheritance advances are approved, funds are provided within 1 to 3 weeks. Cash advance recipients are not responsible for repayment of advanced funds should the estate be unable to transfer probate property upon estate settlement.

Funding sources are prohibited from pursuing the estate or heirs for restitution unless it can be proven that heirs provided untruthful information to obtain the heir advance.

Health organisations respond to Ebola outbreak in Democratic Republic of the Congo

The World Health Organization (WHO), non-governmental aid organisation Médecins Sans Frontières (MSF), and the U.S. Centers for Disease Control and Prevention (CDC) have sent experts to the Democratic Republic of the Congo (DRC) to assist local health authorities with a recent outbreak of Ebola haemorrhagic fever in Kasai Occidental province of DRC. The illness had been unidentified until laboratory test results confirmed the presence of the virus.

DRC President Joseph Kabila described the situation as being contained. “The village of Kampungu has been quarantined to prevent population movement towards Kananga,” Kabila said on Thursday. Kananga is the provincial capital. “The situation is at the moment, I cannot say under control, but at least the problem has been contained very well in the area,” he continued. “There is no risk that the whole country will be affected.”

WHO is working closely with officials from the DRC Ministry of Health and MSF to improve local facilities in order to better contain the virus. A mobile field laboratory is to be established in order to provide rapid sample analysis and, subsequently, diagnosis of patients. There are concurrent outbreaks of other diseases, such as dysentery (Shigellosis), that have been complicating diagnoses and need to be identified as well.

Ebola haemorrhagic fever generates mortality rates in the range of 50 to 90 percent, typically. There is currently no vaccine or effective treatment for Ebola. WHO describes the symptoms of Ebola as being “characterized by the sudden onset of fever, intense weakness, muscle pain, headache and sore throat. This is often followed by vomiting, diarrhoea, rash, impaired kidney and liver function, and in some cases, both internal and external bleeding. Laboratory findings show low counts of white blood cells and platelets as well as elevated liver enzymes.”

MSF, who now have 14 experts in DRC, arranged for eighteen tons of supplies, such as medical and sanitation material, to be delivered to the province of West Kasai. MSF indicated that the transportation of supplies from the airport to the affected areas has been a challenge, due to poor road conditions. It has taken up to three days to travel the 250 km to the outbreak area from the provincial capital city, Kananga.

MSF experts will provide advice on sanitary burial procedures, which would include the use of body bags and spraying. Both the WHO and MSF will disseminate information to the local population regarding the transmission of the virus and measures that could be taken to reduce the spread of the disease.

The MSF emergency team coordinator in Kampungu, Rosa Crestani, described the isolation ward set up at Kampungu’s health centre. “Our isolation centre is basically divided in three parts. One is completely isolated, where the sick patients are; another is where the staff dresses with the complete protection uniform and then undresses after having been in contact with the patients; and the third part is a space for disinfection in between,” said Crestani. “In the coming days, we will decide with the Ministry of Health and the WHO whether we set up isolation structures in other locations of the health zone.”

Neighbouring countries, such as Rwanda and Zambia have issued alerts to their citizens, warning of travel to and from DRC. Zambian Health Minister Brian Chituwo stated that all people coming into Zambia from DRC will be watched for symptoms of Ebola for up to eight hours. Chituwo noted, however that it would be unlikely for an infected person to travel into the country, as the time between onset and death is very rapid and that the symptoms are severe.

There has been a minimum of 395 people affected by haemorrhagic fever, including 160 deaths, in DRC in the past few months. Since arriving in Kampungu in early September, MSF have seen 25 patients admitted with suspected Ebola haemorrhagic fever, of which eight have died.
